The rms measurement error can be characterized:

`sigma_"RN"` = S/N-dependent random range measurement errors
`sigma_"RF"` = range fixed error, the root sum square of the radar fixed random range error and the random range error from propagation
`sigma_"RB"` = the range bias error, which is the root sum square of the radar range bias error and the range bias error from propagation
And `sigma_"RN"` = `DeltaR *sqrt(2* (S/N)) = c / (2*B*sqrt(2* (S/N)) )`, where B is the waveform bandwidth and c is the speed of light
